It took a while for me to decide who to have as my 9 choices so I know what you mean. I almost voted Chavez too but something made me change to Sanchez right at the last minute.ODLH was born, raised and developed in the USA.
As for the question at hand there are far too many ATG from Mexico for me to choose, I try and contribute, but this one would take at least a week to compile a list of my top 10 in no order.

Salvador Sanchez!!! The guy was fierce he was tiny but he was just nonstop action and threw punches from everywhere. Sal was a great fighter eventhough he was cut down in his prime....but look what he did in his short career which was just starting to peak.
Sanchez could have gone on to fight JC Sr. and other great fighters...it's scary to think what he could have accomplished.

Trinidad and Maywather, weeeeeeeeeeeell, doesn't convince me. ODLH, hhhhmmmm...I still see him as Mexican but I guess this is being debated in another thread, right?
