Hoya-PAC negotiations may finally fail primarily due to Hoya taking most of the money (70-30 split, TV rights, etc.).

Fans/boxing people also not giving PAC (with all his capabilities) any chance of defeating Hoya. They see this as a total freak show.

Size was already proven many times that it's not the only factor. Valuev-Chagaev, Ruiz-Roy Jones, Hoya-PBF, etc. It's already proven long time ago with biblical proportions, David vs. Goliath.

But maybe you're right, PAC has no chance at all against DelaHoya...
