It is a government standard. We call him black because he is at least 1/16 black. It's not being politically correct or anything like that. That's simply how it is in this country. Any person who is half white, three-quarters white, 7/8ths or 15/16ths is considered black. So technically, you don't have an equal case to call him white. Look up the one-drop rule.
