Maybe that's typographical error coz in all of other Pac fights HBO Graphic says it' 25" arms for Pac.

Damn!... HBO makes PAC's arm length a little shorter to make it competitive to Hatton's 20" short arms...

I guess they want to give a Partida(edge) for DLH & also for Hatton not to get Scared of Pac.
