Roy had way faster hands than Joe. Meldrick Taylor and Hector Camacho Sr (before he was ruined by Edwin Rosario) were both faster. Ray Leonard had unbelievably fast hands when he was coming up through the welterweight ranks after the Olympics. Hell, I remember Ricardo Lopez as having incredibly fast hands and reaction time in his prime, and Roy was about as fast.

The 1-2 that Roy dropped Reggie Johnson with was one of the fastest two-punch combinations I have ever seen. Roy was way faster than Joe, but Roy was not as fast as prime Meldrick Taylor.

The only person who I can think of as being definitely faster than Taylor was Eddie Cook. He was fighting Israel Contreras for the WBA bantamweight title and his hands were so fast I almost couldn't see them land. The guy was unbelievable.
Meldrick Taylor was fast, but p4p he wasn't as quick as RJJ. I think his combinations were more impressive than his potshotting quickness, and that there are few guys who can match his individual punch speed. SHane Mosley, Yuriorkis Gamboa, Mayweather(at 130), Andre Berto could throw a punch as fast as Meldrick Taylor. But honestly RJJ could compete with any of these guys in speed and he was 30+ pounds heavier than them in his prime.

There are a few guys coming up in the amateurs and going pro that don't throw the same type of combinations but their individual punches are IMO faster than Meldrick Taylor or Guillermo Rigondeaux, Rau'Shee Warren, and the Gary Russell crew.

I think Manny also has elite level handspeed, but he loaded up so much on punches at 130-, and he is one of the easier guys to hit with elite speed that he seemed slower than he actually was.
