That's cuz he's not. He held the WBO titles on 2 occasions. Since when does beating Jimmi Bredahl make you a champion?
WBO title counts buddy, if not well you can cut out a bunch of great champions titles, such as two of Barrera's reigns, now 2 of Miguel Cotto's world titles, etc
