I agree. Though to be fair, I've only seen the Gonzalez fight, so I don't have a lot of knowledge about Penalosa. However, I've seen a few JML fights and he's absolutely annihilated everyone in his path so far, including PDL who decisioned Gerry (I've seen parts of that Penalosa fight).
