I think she is some sort of jinn. Not a shapeshifter only, but someone who can control people and/or give them powers.

The scenes with Jessica and her family were good, especially when Bill showed up. Once again, I bet Sookie pushes Bill away because he yelled at her, and she can't handle it. lol I wonder what Bill meant about cleaning up Sookie's mess. Is he going to glam them, or kill them

I would guess that he glams them. If he kills them he will never get Sookie in a legit way again and he will lose the little respect that Jessica has for his "rules."
