I kind of answered in the response to CFH, it would have to take a few years at least really, 3 fights were talking over a year at least, then two more fights for the semifinalists (or I guess at least the two semifinalist winners) which is a year, maybe a little less at best knowing fighters schedules these days.
So 5 fights for the winner and runner up, at least two years for them.
Yeah but its including most of the best fighters in the division (obviously it sucks for Bute and even Andrade although in a perfect world one of them would get the first shot at the winner) so its limiting their competition but still producing loads of quality fights. And the 2 semifinal fights will be the biggest fights in the division.
I like it. A lot actually. I see the issues with it though.
But it also prevents the division from developing. If those 6 fighters can only fight each other, it limits the number of prospects and other talented but unknown 168lb'ers from growing as fighters and making their mark on the division.
Instead of fighting a Jermaine Taylor and growing as a fighter, a young SMW could find himself matched up against someone like Bute for too soon, if they even get a big fight they deserve.
Best case scenario, this tourney takes 2 years, but that's assuming no fights get postponed and no issues/injuries arise that delay or even scrap fights.
There are just too many variables for me to get fully behind this concept.
Come on when we finally get something where the big guns commit to face eachother, you still complain.
Granted Bute should have been included and or maybe Pavlik.
But it would be a problem if one of the guys face 2 big KO in a row, then the 3rd fight could be ugly at this level.
Kessler would be a dark horse, after the long break from the ring.

I am absolutely stunned this could come off. I can see fighter's mandatories getting in the way of this though so for it to fully work, I could see one maybe having to give up his belt.
As for the exclusion of Bute, there are plenty of opportunities for him. After Andrade you have Pavlik (if he moves up), Balzay for a unification, Allan Green and even fighters like Stieglitz, Miranda or Jean Pascal for a huge money fight in Canada.
