The problem is the legal definition of premediation & psychological definition don't really match up...it's why so many serial killers end up on death row rather than in mental hospitals which is where I think they should be.

I'm with you up until the mental institution thing. I think they should just be made into fertilizer Though I guess studying them might in the long run help to detect those tendencies young; for whatever good that might do.
