I started therapy in June and My doctor said I could just drop out of it in July and work my shoulders at home. BUT I didn't work my shoulders just until recently.

I remember it well, It was quite a few years ago, but after the surgery I had my arm strapped to my side for six weeks. After that, the shoulder was so weak, I could barely lift my arm to pick my nose. Physio was not easy, It took a lot of work to get the proper range of movement back.
Yea I remember being not be able to lift my arm to itch an itch I had. I remember though when I had my sling my dad was arguing with my mom and I didn't have my sling on when it happened and I lifted my arm and punched himm and my arm popped so loud, but it didn't dislocate. Which looks like the surgery did its job.
And the therapy is a pain, I had to use the rubber bands to get my flexibility back. And when you come from a low to middle class familly it gets hard to pay the therapy bill, I went ab out 20 times and the bill with inairance. Included was over 200 bucks. So I decided to train at home like my doctor told me too.
How can I train my shoulders I mean strngthen themm with dumbbells and a bar?

Well, I'm not really an athlete, but as I recall, there was no special, out of the ordinary exercises. Just make sure you have a balanced routine, so that there are no muscles that get neglected. It's not just strength, it is range of movement that you need to work on. Anyways, that's something you want qualified advice on IMO.
I never did get 100% range back, but I came close enough that it wasn't a problem. One thing I can't do is lie flat on my back with my hands folded behind my head, and touch the floor with the elbow of the arm that was fixed. I come really close, but not quite as far as the other arm. Perhaps if I really worked it I might have, but I'm a lazy S.O.B.
good luck.
I got the same problem. I can't do that either and I'm scared to lay like that incase one of your friends push your arms down. Holy shit would that ever hurt.
But strengthening the muscles around the joints. I really don't know what work outs I would have to do, to work them muscles.
Any clues?
