Mayweather is the cash cow of the sport now. Against a Mexican fighter that is virtually unknown to the general public he manages 1 million PPV buys and in a recession. Can't say he's not the draw anymore.
Whereas Hatton-Pacquiao was marketed even bigger and seems to be the bigger fight but only managed 825,000 ppv buys.
I'd be surprised if Cotto-Pacquiao does 1 million. It's going to be seen by the general American public as 2 foreigners fighting.
America don't like foreigners, unless 1 of their own is beating the shit out of the other foreigner.

Most "Americans" I know wanted Hatton to beat Mayweather and wanted Marquez to beat Mayweather.
I think you underestimate how a lot of people tend to get behind the perceived underdog/humble fighter. Which in 24/7's case, and 24/7 does seem to be the X-factor in marketing BIG PPV's sales, the humble and/or underdog fighter always seems to not be an American.
I think a lot of people bought that fight to see if Marquez could pull an upset against Floyd, not to see an "American beat the crap out of a foreigner"
