I think maybe herein lied the motivation. Rather than an award for outstanding services rendered he has has been given an award thay that basically says ' This is what we expect from you....'.
He's now been lifted up as a paragon of peace and virtue and has been in told in no uncertain terms what the world expects from him.
It seems that by awarding him for things he has not yet done, they are very much trying to 'direct' him towards the kind of political and international policies that they themselves wish him to undertake.
It's all very self serving imo, and Barak must surely now feel under some pressure of obligation to perform.....
