What do these other fights have to do with pac/mayweather negotiations? You make it sound like stricter drug screens are somehow unfair and not beneficial to the sport as a whole

Good since you agree that it benefits the sport perhaps this can serve as a precedent so that future fights (such as Juanma-Luevano) will be more likely to do these tests.
Remember boxing negotiation is like private contract work what is agreed to or even proposed in any one fight has nothing to do with other fights.

A smart steroid user knows how to cycle properly and if he cycled properly then it would not show up days before hence the request to have a blood test 30 days before when he is still training. An athlete would not take steroids a week before the fight, they would take it months in advance so their training could be more intense, less chance of injury and also less hurt the morning after enabling them to back up intense training sessions which gives them the edge.
