Blood test at random might mean they mmay take pac's blood 2 days before the actual weigh in weakening him somewhat. Although one might speculate that it's just part of normal preparations, this is not the MGM Grand they are requesting the date with to secure the venue. When the deal is done, they inform the commission. It's not normal to inform them before it is done.
