pac is agreeable to it now, just not too close to the fight.
If Pacquiao doesn't agree to random testing now, then i can't see him agreeing to it in future. Also, by refusing them outright, Mayweather won't let him off, and any future negotiations will likely break down over the same issue. The only way i see it happening is the NSAC improves their testing methods, but i won't hold my breath.
the breakdown of the negotiation is not just because pac doesn't agree to random testing but also because mayweather is insistent on their demand for olympic style testing wherein fighters can be drawn blood even within 48 hours of the fight.

I thought the USADA agreed they wouldn't test either fighter within 48 hours of the fight?pac is agreeable to it now, just not too close to the fight.
