De la Hoya easy. There's a hilarious picture somewhere on the web of the second ODLH-Mosley fight, right after the verdict was announced, with Mosley celebrating and ODLH dejected, with his pants like touching his armpits.
Paul Williams.

Foreman post comeback like Match said is who came to mind first, but De La Hoya did it a lot too. I think Williams just has no hips so his trunks ride up.

I remember Michael Grant up to the nipple in some bouts, more so the guard?
Lennox Lewis easy for my opinion altho yes Oscar does wear his trunks quite high as well.
In the NBA I think you'd have to throw Ron Artest into the mix...

Winky Wright did abuse a bit sometimes on that side.

You do sometimes see a referee point out what he considers belt line when giving instructions in the ring, the problem is the judges don't always comply with it.
David Tua and Butterbean?

Lewis against Holyfield. When he came into the ring all you saw was the top of his trunks almost touching his nipples.

Do not let success go to your head and do not let failure get to your heart.
Check out McCrory's trunks against Donald Curry.
It may hve been a Steward/Kronk thing as the legendary Tommy Hearns wasn't averse to the high beltline.
Michael Grand it the Lewis fight looked like he was wearing a strapless dress.
