That is the forearm, and I guarantee he didn't throw at Hatton as much as positioned it there. You will see mayweather's forearm in a lot of guys' faces like this when they have him on the ropes, but he doesn't use it as a weapon, he uses it to block the right hand coming over top.

The ropes ain't anywhere near them in that pic. Whacking people with your forearm to avoid right hands is still not on. Look at the pic "Got your left hand tucked under here, perfect, elbow over the top there as you have no hands to block it with"
