Mayorga Vs. Cotto for March??

We need to stop promoting a Mayorga fight. Or even giving it any consideration. Cotto has much better option to fight instead of Mayorga

This all comes down to risk/reward. A Mayorga fight will sell just because of his mouth. Remember that this is considered a tune up for a Margarito rematch in June, so that would rule out half of the names on your list. Of the less risky names presented, this is the fight that will make the most money. I certainly wouldn't consider Wolak a more viable option. I'd have zero interest in that fight. He isn't a name, and he isn't going to trouble Cotto.
