I don't think the first saying is retarded really. What the poor betrayed is trying to say is that 'is that all your offering empty words?'. There is no word that could be invented in any language that would make it ok to cheat on someone as it's actions that count not words.
So when the person says 'sorry' they are offering words which have been proven fake by their actions, thus the betrayed person is right to reject them.

That is a very good way of putting it and I agree with the part bolded above. Sometimes actions are far too significant for an apology to suffice. You can't really cheat and say "I'm really sorry", it just rings really hollow.
I just hate it when I hear the same recycled stereotypes here. For instance, you will respond to the question "Do you like Kimchi?" with a plain "No". The immediate response is typically "Ah, it is too spicy for foreign people!". Erm, no it just tastes like crap. I like spicy food as much as anyone, but fermented rotting cabbage doused in chilli powder and paste really doesn't do it for me. The damn public school teachers fill people with the most bizarre stereotypes.
