Williams looks fast even in slow-mo replays.
He never won a title but he did fight at 135 and I've yet to see faster hands.

Shane Mosley had some of the quickest combinations i've ever seen, only a handful of fighters P4P had that type of speed.
Another underrated one is Howard Davis Jr, but his chin was below average.
Agree with ICE. Shane was the fastest Ive seen. He is a washed up old man now but in his prime he had speed.
I don't know for the all around skills but speed for speed, I feel like Sugar Shane had a bit more than the Pacman.

After going over Shanes fights again I definitely say Mosley was faster.
As for others mentioned like Camacho, I only mentioned Shane and Pac because of the upcoming bout. Not because I have been looking for the all time fastest lightweight.
