I believe it is already legal.
Modern steroids and the people that use them are three steps ahead standard urine testing, basically you've got to be a complete retard to be caught out by a urine test these days or genuinely not know what you were taking (cough medecine for example)
Until stricter compulsory testing comes in that can actually detect the use of modern performance enhancers then their really is little point other than to try and protect the image of the sport (i.e 'look we are doing urine testing so our participants must be clean...')
If stricter testing did come in and athletes started getting caught and banned for use it would tarnish any sport. Understandably alot of sports wouldn't want that, especially if it was the sport's poster boy who happened to be the biggest revenue generater, not to mention hero to a whole country and also congressman.....
As someone who competed in a sport where random testing could be done at ANY time in or out of competition (and also someone who was beaten by a competetor who used roids), I believe, like many others that support strict testing and fair play in sport, that it is down to the athlete to prove he/she is clean not everyone else to prove he/she is dirty.
