I agree, it does sound like one of those urban legends. Still, it could be happening locally. It doesn't sound like something that could succeed on a large scale.

I find it hard to believe that they could get it by accident, only way this could happen is if the kids went looking to buy it. Not like you buy pop-rocks from some bloke at his house, you buy it at the store. Just a way for users to hide what they have bought when they have it on them.
