instant chat bar can now be turned on or off via your settings page

ok as 2 people have asked for me to remove the instant chat from there profile i have added an option for any user to set it to show or hide via their profiles....

Smilies in the quick reply is the final thing on my wishlist.. I dont think quick reply needs need to be gotten rid of completely.
