Could Murray Vs Mitchell be upgrade to a WBC title fight?

With Humberto Soto vacating his title to move up in weight, the though crossed my mind that maybe the fight could be upgraded to a title fight as murray is ranked at number 2?? However Mitchell is not in the WBCs ratings so maybe that could squash that idea.
