He has never been the generally recognized Heavyweight Champion of the World. He has beaten everything put in front of him comfortably for coming up for a decade, but the era is so weak and THE meaningful fight so untouchable, it hurts his resume.
As for Vitali over Wlad, well as a big Brother myself, I would not for one second, not belief I would be the dominant brother in 'physical altercations', no matter that I have not had a 'brawl' with my brothers in 15/20 years! Also Vitali did not get blown away in his pomp like Wlad did early in his peak years.

Wlad was very disappointing against Povetkin but his consistency against the crap that is out there has to be admired. Joe Louis and Holmes had it but it is very difficult to stay motivated and be consistent. This is why I have Wlad that high.

OK, let's imagine Vitali doesn't exist and Wlad fights everyone he's fought AND everyone Vitali has fought since his comeback.
Do YOU see anyone beating Wlad? I sure as shit don't. Cris Arreola would have been dangerous for a round or 4 but second half of the fight, no way. Briggs is always dangerous for A big punch, but Wlad doesn't give opportunities to land the 1 big punch. Adamek would have been easy, Wlad could beat Sam Peter a third time no problem, Kevin Johnson offered nothing I think Wlad would have had an easier time with him, and Stiverne? Meh...another guy looking for 1 shot.

He needs to either fight and beat Vitali or Vitali to retire right now so Wlad has a chance to win his title and defend all of them. While Vitali is around Wlad isnt the best because they refuse to fight each other. I belive Vitali wins but regardless, that unkown is holding back any real regard or legacy because in the future it will always be questioned because of his brother.
