I thought PAC and Cotto had contracts signed already?

Why are they still negotiating?

The contracts haven't been signed yet, they announced the fight, because both sides had agreed to the terms, weight, money, date, site, etc., but I guess the belt issue is now coming up before they sign.

So there's still achance this could all fall apart. That's reassuring.
