It all depends on the owner 99% of the time. You treat your dog with care give it a good life and you'll have a loving, friendly dog you need not worry about. You give your dog a shitty life and make it aggressive then your more to blame than the poor dog if something does happen.

Lots of people should be allowed to have dog's that's something that needs to be dealt with not 'dangerous dogs'.
