Arizona is probably the most lenient state I've been in regarding ease to get licensed and then general community and law enforcement state to do it. I've also heard that Utah is very pro-carry. Some states are now allowing open carry as well. Texas doesn't but Arizona does.
In Utah, I understand that, in the courthouses, they have lockers in the hall for your gun. The University of Utah, in Salt lake City, tried to ban concealed carry on campus and they were not allowed to do so. I read the other day that Utah has the most liberal gun laws in the nation. There was a county, one of the very rural ones, that tried to make gun ownership mandatory. But Utah respects individual liberty so that was not allowed either.
