Of course they do, but Wlad bases his entire style around it (perhaps because he is so afraid to get hit). I don't blame him for doing it either, but it leads me to conclude that he is not a great fighter, just a very effective one.
Put him in there with a fighter of equal size and comparable skill who won't let him get away with that shit and lets see what happens.

And regarding Ali, he was long before my time and I have honestly onyl seen a couple of his fights, so I can't fairly comment on him. All I know is that this is not boxing and this is not the way a great fighter handles himself within the ring.

To be fair to Klitschko, I've seen Muhammad Ali stink out the joint and win fights exactly like this more than a few times. People remember Rumble in the Jungle, ect, but they forget that Ali also employed a jab and grab style very similar a lot of the time.
