Since this is a dig at GGG Brock , then here is an ATG who didn't move up - Marvin Hagler who was a great MW. 
Another one would be Willie Pep.
Two more would be Aaron Pryor and Kostya Tszyu. Some fighters find that their body type and fighting style mesh perfectly at one particular weight and stay there. I don't necessarily agree that ATGs have to move up in weight to prove anything.
Pryor did move up though. Some suggest he peaked as a Lightweight before finally getting shot at the title when he moved up.
Pryor is known and ranked for his work at 140. If I'm not mistaken, GGG ahead his first few fights at 154, so by your logic he had moved up already. Point is, if he destroys everyone and completely cleans out his division, that is enough for ATG status. Same with Hagler, Tyson, Louis, Pep...etc.
But the difference is Pryor worked at Lightweight for three years. He was avoided so moved up and got his shot because of his top 10 ranking at Lightweight. Golovkin has made his name thus far as a Middleweight.
Pryor's career at Lightweight adds to his legacy. As mentioned some believe he peaked as a 135lber he was that good...
