The building will be made to a specification , if the contractor used the specified materials then he isn't at fault. That would put the fault with the architect and design team.
If the contractor used unspecified materials which didn't meet British Standard then not only is he to blame , but the building inspectors and control team who are paid to make sure the construction is up to specification before passing it as a habitable dwelling/dwellings are also at fault.
