It means the balance of payments deficit will be adjusted from our side to match the cost of the wall. There is a trade deficit of something like 80 billion dollars with Mexico right now. The wall is only going to cost about 5 billion at the most. we will just write down five billion dollars worth of accounts payables to Mexico.
