There were no reasons at all for Donald Fredovich not to sign the sanctions. Even when he ran out of road and was forced to sign the bill he refused to implement the sanctions:

When you're talking about a no tariff deal between America and Europe you're describing TTIP. American goods aren't currently getting "smashed by tariffs" anywhere. 95% of most goods from America to the EU or the other way round have a tariff of less than two percent. US cars into the EU have a massive tariff but that's because the US blocked the EU from their lucrative truck market with a massive tariff. The EU would be happy to scrap tariffs on US cars because nobody wants to buyy them anyway, they're never going to sell for a whole bunch of reasons. They don't sell in Japan for similar reasons, you can read why here.

Independent analyses suggest that more than 97 percent of the benefits of indexing capital gains for inflation would go to the top 10 percent of income earners in America.
