It boils down to our definition of "cheater". Our definition is someone who cheats or is caught attempting to cheat. Either way he's a cheater. If tic wants to have his own definition, that's fine.
What none of us will do is go down that rabbit hole of "proof" we've seen a nauseating number of times before (see: COVID).![]()
