Sorry but because Bertos fought well against weak opposition and has captured a belt that DOES NOT give him P4P on my list. I would say he's somewhere on there from 16-20.
Here's an interesting question.... when's the last time that the highest rated American fighter ranked so low on the PFP list?
Whether you think Pavlik is #1 or BHop or Winky or whoever, I think we'd all agree that the top American fighter is no higher than about #5 PFP. When's the last time that no American fighter was in the Top 2 or 3? Going back in time, you've got Mayweather, Jones, and Whitaker... one of those 3 was in the top 2-3 for the past 20 years or so. Before that, Tyson, Lenoard, Hagler, etc.
American fighters, you mean, residents of the USA but not necessarily of race, right?

Are you implying that "American" now qualifies as a race? Why would you try to stir up shit and make this thread something which it is clearly not? Like Sweetpea said, it's as straightforward as it could possibly be.
I don't understand how Juan Diaz could be higher than Jermaine Taylor. Taylor has only lost to Pavlik, the consensus #1 American - both fights were competitive - while beating Hopkins (at least once), drawing with Wright, and fighting a much higher level of competition than Diaz. Admittedly Taylor did not look great in some of his defenses, but drawing with Wright or looking poor against Spinks is still better than anything Diaz has done. I don't think Diaz is a bad fighter or anything, in fact I think he's a very good fighter, but in terms of skill and competition JT is a better one. Diaz is more exciting, but that's it IMO.
