If there's any public gatherings, say a wedding, party, whatever, go for it. I've found it so much easier because everyone's talkative, and in a good mood. You can small talk your way at first and then just have a conversation.

I don't think there is better advice than this my friend, talk to everyone. The point where you start discriminating who you talk to is the day you place a higher value on the chick you are talking to. You would know this just puts you in her frame, which is not attractive. Catch the bus, talk to the old man/lady in the priority seat, talk to schitzo at the train station, just let your mouth run and your brain will eventually learn it's place.
