I got bored. I did some research. Prior to both men fighting Oscar De La Hoya, these are the PPV numbers they posted up:

Pacquiao vs Morales I: 350,000
Pacquiao vs Morales II: 360,000
Pacquiao vs Morales III: 350,000
Pacquiao vs Barrera II: 350,000 (Estimated)
Pacquiao vs Marquez: 400,000
Pacquiao vs Diaz: 250,000 (Estimated)
Manny also fought Larios and Solis via Top Rank independent PPV. I doubt those fights did big enough numbers cause I couldn't find the buys on the internet.

Mayweather vs Gatti: 365,000
Mayweather vs Judah: 350,000
Mayweather vs Baldomir: 325,000

There were also a couple articles that talked about PPV numbers reaching new heights for the lower weight classes since the Pacquiao vs Morales Trilogy. Historically, Welterweights and up got all the PPV popularity. Pac, Morales, Marquez, and Barrera helped with the emergence of the "lighter weight classes."

One thing led to another, here are some other significant lower weight class fight numbers:

Barrera vs Marquez: 225,000
Barrera vs Hamed: 310,000
Barrera vs Morales II: Between 300,000-325,000

CONCLUSION: Pacquiao and Mayweather are both draws.
