Yeah I agree completely about the rushed feel to the last episode. After spending an entire season with the skinner running as a main plot line to the big showdown last all of 8 minutes or so was really disappointing.
Still a great show, can't wait for the next season, I just wish we would have had an entire episode with Dexter being held by the skinner and the pyschological games that would have gone on between captor and prisoner.
When you consider how well they did the second series finale with Dokes being held captive for ages by Dexter this was poor.
It's worth noting that one of the main screenwriters left the show after the second series concluded and I have to say I have definitely notices a deterioration in the quality this time around.

Yeah head writer and executive producer Daniel Cerone left after the second season. The first two seasons were awesome so I'm guessing his departure had something to do with the slight decline this year.
Having said that, it's always harded to keep a great series going than it is to have a great first season.
I just felt this season was a bit patchy, some elements dragged on and on whilst others were neatly resolved in a few minutes, a serious pacing problem imo.
There's also some characters that I'm not sure whose purpose is. Quinn for example, he came in to replace Dokes and it looked for most of the series like he was the head for some kind of major corruption story. After several episodes it ended up as a non story, then it seemed like he might be a possible love interest for Debra as she sought to get over Anton. But again no, so what exactly was his point on the show?
All the stories that were building around his character fizzled out into nothing which made me wonder why they wasted so much script time on him when they could have been developing other parts of the story, maybe concentrating on the existing characters more.
