The FACT is Povetkin doesn't want to fight Wladimir, Teddy Atlas and the rest of Povetkin's managers and handlers know he isn't ready and that a loss to Wladimir may very well damage his career because then he has to work his way back up to the top again and let's face it, Teddy Atlas is a fair weather trainer he doesn't stick around with guys that lose even 1 fight.
I doubt Wlad declined to do the testing because he's on anything, I mean this is the same guy who said "What's one more vaccination?" when he chose to fight Ruslan Chagaev.
I imagine if the WBA title holder wanted random drug testing Wlad would do it in a heartbeat.
Povetkin has been dragging his feet on this fight since like 2008
