volume does not equal speed--look at Margarito and Ouma.

I will grant that if you are talking about hand speed only, Pac is fast (even faster now that he is bigger..), but there is nothing he does faster than Floyd.

If he was so fast, then how did he lose so many rounds to JMMarquez?

What we are seeing is that Pac uses his speed with aggression, while Floyd uses hand speed, with reflex, and amazing timing. Floyd is able to be so precise because of his superior speed.
I don't think its fair to compare Floyd's performance against JMM against Manny's because Hatton and Oscar looked way more lost against Manny's speed than against Floyd's. I think styles among other things are what separated who these two have been dominant against. I don't believe Manny would have been as dominant against Shane Mosley, but maybe moreso against Berto. I think guys that are there to be hit and can be hurt Manny will look better than Floyd, but guys who are tough and slick will have a hard time agaisnt Floyd because he's better at what they do.

I never compared performances. I said Pac's performance against a slower but accurate JMM should demonstrate that his speed alone is not as fast as some would think, and definitely not one of his best qualities. I would say Pac's timing (now used w/ counterpunching) and aggression are far more effective for him in his fights. My assessment is different in the sense that Shane is just inactive enough to lose to Pac, but Berto has the speed advantage. imo Berto's biggest problem against Pac is that he will probably wait for counter opportunities and get outworked. If he comes to box and punish Pac w/ the jab, you would be surprised how easy of a night it would be for Berto.
