This all comes down to risk/reward. A Mayorga fight will sell just because of his mouth. Remember that this is considered a tune up for a Margarito rematch in June, so that would rule out half of the names on your list. Of the less risky names presented, this is the fight that will make the most money. I certainly wouldn't consider Wolak a more viable option. I'd have zero interest in that fight. He isn't a name, and he isn't going to trouble Cotto.
I understand he risk/reward factor, but Mayorga mouth is not going to bring more fans or PPV buys(if it's PPV). The fans is going to come to see Cotto fight. Win or lose. Tune up or a real fight. Just like people came to see Pacman fight Clottey. A "boxing" fan wanted to see what the bigger Clottey was going to do. But the majority was Pacnuts. Not Clottey fans. We all know Mayorga is more talk then substance. We as boxing fans like to see fights. Not Mayorga fans. So the latest with fighters fighting because of the name factor, is bull. And hopefully it will backfire on these safe fighter that want a bigger cash reward then a bigger legacy reward by taking a risk.

How is Mayorga a tune-up for Margarito? Cotto fights sell because of Cotto. Mayorga doesn't bring anything more to the table than anyone else. He hasn't looked good in years. I agree this comes down to risk and reward because there is no risk in this fight. Cotto picked an unchallenging opponent who he'll look good destroying. This is an easy fight to make Cotto some money while he waits for Margarito to heal from the Pacquiao beating. Fair play by Cotto really. The problem to me is that the fight is completely uncompetitive and uninteresting. At least with the Foreman fight, even though we knew Cotto would win, we also knew Foreman had some skills and was in his prime.

Dude when Mayorga starts mouthing off, people become interested in wanting to see him get the crap kicked out of him. The media tour will sell this. If Cotto had fought Wolak, I can't see how people would be interested. I agree, there is no risk, but this will make more money than a fight with Wolak or Vanes.

I would have rather seen him fight Vanes or Cintron. Cintron v. Cotto could sell as a fight for the Puerto Rican crown at that weight. I think Cotto sells his fights, not his opponent. I don't think he'd make any more money against Mayorga than he would against Vanes, and definitely not Cintron. I guess this fight makes sense if it just a gimme fight before he takes on a real challenge.
Vanes and Cintron were the only names on the list that made sense, but they are higher risk fights even if the rewards were the same.
As much as I admire his guts, I don't believe Wolak will ever be in Cotto's league. Cotto turned down Martinez in my opinion because he would attempt to extract revenge from Margarito, and the Mayorga fight is a way to pad his pockets while Margarito heals. Fighting Margarito again makes sense. Kirkland needs at least one tune-up before a fight with a big name as does Williams. Angulo doesn't have a visa so that takes him out of the picture.
I would prefer Cotto to face Martinez than Margarito. But, that's just me. The thing is I don't think Cotto stands much of a chance against Martinez at this point in his career. Maybe it's a fight for early next year that could happen though.

Yeah I love Cotto but a Martinez would be career suicide right now. I agree that Cotto is the selling point but it takes 2 to tango. Why do you think Oscar fighting Forbes wasn't PPV? Calling it a present for the fans was bullshit. Twas a gimme. For Cotto, why not take a gimme with an opponent who's mouth sells? I'm intrigued in this fight to see if Cotto loses his cool, because he never has before.
