Anything that gives a fighter an excuse to coast through part of a round is bad, IMO. A fighter who thinks he's taken the 1st two segments can put it on "cruise control" through the last minute. We already have enough of that.
Jack Kearns, who managed Dempsey and Archie Moore, among others, said that he thought judging a fight was the easiest thing in the world. His opinion was that two guys could fight ten rounds, bring in a 10 year old to look at them and 90% of the time he could pick the winner.
Of course nobody likes a guy to score the points and then run around but it is not against boxing rules. Let's take any sport for example, say, soccer. One team scores 2 goals and after that decide to just pass the ball around and make time. Sure, the crowd will boo, they might even throw stuff at the field, but they would go home with their win.
If a guy scored points, connected his opponent, etc. and boxed around or prevented engaging for the last 20 seconds of the round, I would give him the round. Why not?

If skipping around the ring, doing nothing, and then trying to steal it with a few flash punches and playing to the crowd were truly frowned upon, there would've been no such thing as Ali.
Firstly, let me just say that I have absolutely no problem scoring even rounds. For example in a close fight where there are a number of close rounds, I could easily score a couple or even a few 10-10 rounds.
IMO you gotta win a round by owning a specific margin of that round. Kinda like in British politics...
But yeah usually, I also split the round into three minute segments weighing things up as each 10 second segment passes by however, I always ascertain whether or not the fighter won each minute segment 'big' or not.
Then I use the full minute break to weigh things up.
