A good question made even more interesting after a string of big wins this year. I would disagree with the yahoo article that Morales or Alvarez belong on the list because of where they are in their careers. I would put Robert Guererro number two overall. I think he can beat Rios but it'd be a great fight.
And hey, to anyone watching Friday Night Fights, we might need to add Juan Carlos Martinez to that list. Who is this guy!?
Problem with Guerrero is that he hasn't defeated anyone of note to warrant that high of a ranking. Salido thoroughly schooled him although the 'W' was later changed to a No Contest because of Salido's juicing. If he beats Rios, he'll definitely make a move in the right direction. Don't know that he can do that though. Guerrero lacks power IMO.
Juan Carlos Martinez is just a journeyman. One win over a borderline top 10 featherweight doesn't warrant being put on the list. Now if he follows that up with another good victory, he'll definitely raise some eye brows.
