A good question made even more interesting after a string of big wins this year. I would disagree with the yahoo article that Morales or Alvarez belong on the list because of where they are in their careers. I would put Robert Guererro number two overall. Problem with Guerrero is that he hasn't defeated anyone of note to warrant that high of a ranking. Salido thoroughly schooled him although the 'W' was later changed to a No Contest because of Salido's juicing. If he beats Rios, he'll definitely make a move in the right direction. Don't know that he can do that though. Guerrero lacks power IMO.

Juan Carlos Martinez is just a journeyman. One win over a borderline top 10 featherweight doesn't warrant being put on the list. Now if he follows that up with another good victory, he'll definitely raise some eye brows.
Actually Salido took a 2nd test and the result was negative.
So that's 1 postive and 1 negative test.
Why that wasn't further investigated or tested is beyond me.
