Wlad might be the heavier hitter because he's an extra 25lbs heavier, but I think Haye is the better puncher. Since he was a junior, he's had freakish power. As a 15 year old, he was dropping grown MWs & LHWs in sparring. In the amateurs, no one wanted to go in with him because he hit so hard. Haye might not be the most skilled, but what he does have is a lot of power. The only HW he hasn't stopped was a man outweighing him by a 100lbs & he had him hurt pretty bad. I don't think he will beat Wlad or that he is anywhere as good a fighter, but what he does have is some of the best natural athleticism in the sport. It's carried him this far on a relatively low experience level.
