why don't pacquiao and mayweather solve everything this way?

Why don't they solve all pacquiao mayweather thing with a 1 week delayable fight date?

Rules:
1)at most 3 random tests
2)mayweather team decides when to apply them
3)1 week cutoff date
4)mayweather team can test pac in that week but if so THE FIGHT IS DELAYED 1 week.
5)mayweather team can opt for no testing pacquiao inside that "cutoff" date, if so, the fight ISN'T delayed
6)pac is clean, may got his random test, pac isn't week, everyone wins this way!
7)got a reluctant pac? Change that 7 day cutoff for a 2 weeks
Got a reluctant may? do Also bloodtest after the fight!
