It's both a catchweight fight AND a welterweight fight. It falls within the welterweight limit with the maximum weight allowed moved down two pounds. But it still qualifies as a welterweight fight because it's below 147 and above 140. And remember, Cotto weighed 146 against Clottey so I really don't see one more pound as a big deal. Cotto agreed to it and has made clear he doesn't see it as an issue, so I don't know why anyone else should.
