By p4p I mean if you could take an average punch speed for each weight division, and measure how much faster a fighter was above the average for his weight division, Roy Jones had the fastest hands in boxing history.

Nah, Roy Jones was faster for a LHW than Tyson was for a HW.
Cassius Clay was faster than Tyson.
