A: If Obama DID leave this up to Gen. Dempsey & Panetta one of them gave an order they are not allowed to give UNLESS Obama as Commander-in-Chief gave them permission

B: Or Obama WAS present and DID give the stand down orders and Gen. Dempsey & Panetta lied to Congress
